I was hoping they would answer the question could you have overkill and a riot shield. I would love to have a shotgun and a riot sheild so people would run up to me and try to kill me and i would just blast em.

Well you can use a riot shield as a primary weapon and a shotgun as a secondary weapon without overkill.So I doubt they put overkill in the game.
