Well I have every map pack for every COD on my account. But, it just got banned for a week so I made another account to play on for a while. It says I need to pay to download on this new account for some reason now. They are both on the same system and storage device. Please any suggestions???

Were all of the map packs bought and downloaded on that console, and then never transfered to another one?

If the licenses are still on that console, then I have no clue what the problem is. Unless DLC on banned accounts is locked, which sucks.
