Right click My Computer and select Properties, now Hardware and select Device manager. Double click imaging devices and see if the webcam is there, if it's not click actions and Scan for hardware changes. If it's there but has a yellow excamation mark or question mark then right click it and uninstall it. Now restart the computer and let windows discover the webcam and re-install it. This all assumes you have the driver installed on your computer.
