theres nothing there ... so i guess its not been charged.. but i cant actually purchase it again?

Open up steam, click the steam in the upper left and then click settings. You should get a window that looks like this

In the upper right click view account history and see if you have any charges for Red faction there, if you do submit a report to steam. If you don't try repurchasing the game and see if that fixes that, if not submit a report to valve
