Dubstep is usually 140 bpm whereas techno is abit faster.. Have a look at UKF Dubsteps youtube channel

Here is the exact definition of the two,
Dubstep: Hovering around 140 beats per minute, dubstep came out of London's garage scene in the early 2000s. It's marked by a shuffling rhythm called 2-step with a heavy emphasis on bass and sub-bass, which produces typically dark instrumental tracks better suited for head-bobbing than dancing.
Techno: Techno is a form of electronic dance music (EDM) that emerged in Detroit, Michigan (USA) in the mid to late 1980s. The first recorded use of the word techno, in reference to a genre of music, was in 1988
Now i'd say that electronic is both combined in with each other and techno is mainly used for people who Dubstep because of its bass in the music helps them move to the beat.

F*ck no! Dubstep is a sub genre from techno and they have a huge difference between the too.
