If you receive money on paypal you can then transfer the money to your bank account or you can keep it in paypal for future purchases. To pay for gold member im guessing you will have to use your Credit/Debit card.

When you use paypal, If you want to buy something which you have enough money for, for example gold on TTG it will take that money from the PayPal, which does show on your bank statement. Also, If you have the correct ammount in the paypal it doesn't take anything from your bank/card.
If you dont have enough then it will simply decline the transaction.
Hope this helps.
P.S If you want to Transfer the money from your paypal to your bank account/card then you will have to gointo bank transfers or something like that.

If theres funds in your paypal, then the money comes out from your paypal. If theres like $12 in your paypal and you need $30 to pay for something, the $12 will go off your paypal + $18
When paying in it goes to your paypal, unless its a refund, but even if its not a refund you can re-direct it to your bank
