Here is your guide:

58-60 Hill Giants (Edgeville Dungeon)
60-70 Moss giants (Varrock sewers)
70-80 Daggonoths (under lighthouse)
80-99 Giant Spiders (stronghold 3rd floor
or
90-99 Bandits (with 85Def)

Your best bet is to power chop willows in draynor, then bank and start again.

Another way is to do willows til 95 and 95-99 yews.
Check out tip.it runescape calculator and use it to see how many willows you need to 99, then plan out how many you want to do a day. You can also go member and do ivy til 99 and get it 10x faster!
