Hello, welcome to my first Photoshop tutorial. I am using CS5, but CS4 will be almost the same. This tutorial will be basic, but it will have a cool effect when using the pentool (Y).
Ok, to start you need to open a new file with what ever dimensions you need.

After, you will need to select the Brush tool, and put the hardness to 100% and put the size to around 4px.

Then, you will need to use the paint bucket tool to make the background black.
After, you will create a new layer (ctrl+shift+n)

Then, select the pen tool and use it to do what you want (e.g draw round a gun)
After you have done that, you will set the colour to white, right click the thing you have pentool'd and click stroke path.

Then, use these settings:

It should turn out something like this:

You will then need to right click the layer with the pentool on, and click blending options.

Then use these settings (feel free to tweek it to what you think is best):

You should end up with something like this:
