I am trying to iso mod gta tbogt but I don't know if I can hotswap with my game. I have the original gta 4 with tbogt installed. If i mod my clean disk with episodes from liberty city will that work?

no if you want to iso mod gta tbogt you have to have the episodes of liberty citys disk but you can still mod the orignal gta 4 if you have the disk
