no they are you to transfer liscense to certain games that you choose to another xbox this is mainly to be used for a person that gets a new xbox and wants to transfer his old xbox content to new xbox say you have Call of duty:Black ops maps on your old xbox that xbox has liscense to it say to transfer the liscense you have to do the process called liscenes transfer so i hope this helped
