For forum banners you need gold.
For profile banners, you need to use an image hosting website and c%p the link into where it says profile banner on your 'edit profile'

1. You barely have any rep to give...

2. You have to take a banner that is already made, or go to the Graphics Board and get one made for you, and upload it to a photo sharing site (ImageShack, PhotoBucket, etc.). After it is uploaded, you take the images URL (It should have an area where it says it) and copy and paste that link into your profile where it says: Banner.
