i think you should make it real. put in some optional pking portals (one u keep items one u dont like clan wars) make some new minigames ill try to think of some so just pm me some time. Also you should gather a staff only commands should be suggest ban, mute, etc.and you can review and confirm or not, but they cant do it themselves. Maybe start it in edgeville? but make it the whole f2p map like different portals and shops in different locations. And one of the rewards could be if you solo the whole entire team of staff and win you could be gifted gold maybe. Also you could get rep, money (in game). and just have regular events like a clan. There are a lot of things just pm me somtime ill help you, and i would defenitely love to be staff 8) oh and also either your not on aim or it might be the wrong one.
