And yea, there is a way all you need to do is get tweezers and pull out the silver piece (where the laser shoots from) and take out something, not sure what though. There are videos on youtube . It's not pot modding it too.

i have one, but mine is powered by double A batteries. bought it for 200 dollars off ebay. They are illegal so the guy and i made a deal outside of ebay.

In the US it is LEGAL to own lasers over 5mW. You are not supposed to sell them. But, as long as you are using it for personal use and not commercial use. You should be okay.
