You could in theory create something similar in photoshop using the brush tool masks and smart texture's

But really this stuff isn't my cup of tea, in the spraypaint world its very artistic but a very lazy way of making art using aerosols.

I prefer freehand graffiti as its similar to using an airbrush and if your skilled enough can reep fimiliar results.
