I said it's already in FAT32. But the JTAG is still saying New Device in HUB, Device Not Found.
It's in the BACK of the Xbox 360.

This is what it says now:
USB bus 1 device 2 vendor 045e product 0291 class ff not found.
that is the LAST line of the USB problem.
there are 2 or 3 prior to that.

Try booting debian livecd from xell and use Xbr-Flash to flash your freeboot.bin. If that doesnt work you may have to solder your LPT cable back in...
And did you check if your not running xellous and maybe flashed the old xell?
And maybe, possibly, you could be booting the freeboot version of xell?
