I see some cool signatures an avatars with frames, or borders, and wondered how. Thanks.

you use the rectangular marquee tool.

You select the pixels you want for the "frame" and then fill them in on a new layer with the color you want for the frame with the standard circular brush or paint bucket tool.

Make a new layer at the top

Press ctrl a
then go to fill stroke 2 pixel
Done.

Right Click the Layer Of the Background or Text

Blending Options>>Stroke

Then Make it How you want it!
