I was just wondering, how do I get a stripy background on PhotoShop?

Its a custom pattern, you need to define it and then save as a custom pattern. Then you can access it as a pattern overlay in the blending options.

To make it, you need to get a blank canvas (transparent). Zoom in on a few pixels, then fill in pixels diagonally.

Crop it to that (or larger if you want to increase the distance or the size of the lines) and then go to Edit < Define Pattern < Name it w/e < Click ok

you then have saved it as a preset, and it is now available for use in your blending options as a pattern overlay.

personally I make a 4x4 transparent canvas, then take the pencil tool and click the bottom left corner then click up to the top right corner like in baps example
