either your too far from the exchange or your line quality is horrible.
if i was you id call out whoever you rent your line from

if the problem doesnt resolve see if you can get virgin media cable
that should get you a much better connection

the connection is usually fine can watch like 1080p videos without waiting on them buffering and most of the time pull host on call of duty but since yesterday with the weather its been terrible
