People make their own computers if they plan on doing that, you don't just go to the shops and ask for a hacking computer (Or whats best with it) so yeah.

"Hacking ability" It is more dependent on the software being used. He would want decent specs for running virtual machines with the likes of Talis and Backtrack Linux builds, but the rest is mostly dependent on the skill of the user. A great dedicated hacking machine would, in my opinion, be a laptop, especially if networking is involved. A huge screen is not necessary, 13 will do. A big hard drive is also not very important unless he plans on doing some serious and prolonged network sniffing.
