Well I keep hearing that you can take a map pack and transfer it with your friend, so that either he or me do not have to pay.... IS IT TRUE? or can you just possibly get banned for theft?

Yeah but you need to sign on his account and do a liscence transfer. This makes xbox think that he got a new console, redownload it, and than have him sign on back at home. DO NOT delete his acc.
Same with PS3, sign in on a friends account and download.

yes you recover a mate's account and then transfer licenses then he/she recovers his/her account then you both play it but my mate got banned permanently due to marketplace theft so you know
