I think that they should delete the account if a user proposes use of that name to a staff.

Give them 48 hours notice via the email they signed up with that if they don't log in then there account will be deleted.

Exactly, and that they get a notification email stating that there username will be changed blah blah blah and that when they come back, they get a free name change. Hopefully the staff see this.

There has been many cases of inactive members comming back to TTG.

This is almost always suggested for Name Change purposes, you will need to deal with the fact it won't be happening.
