I've done everything right. I'm 99% sure.
But people Can't connect!
Heres screenshots of everything.
Router - Netgear Wgr614 v9
Internet modem - Clear Series G

Man i had the same problem it is a easy fix. Well 1st of do you have one or two routers?

go into windows firewall and allow the ports if you haven't! that's what always held me back from making my own server!

I recommend using portlands sticky how to setup a server but it has also how to portforward.

In server.properties go to server ip and remove the ip after the = so it's like this(look at the red):
max-players=20
server-ip=
pvp=true
max-players=20
server-ip=
pvp=true
