Yes they can, All they have to do it reset the dvar's in the .cfg or make it a different .xex file for zombies and campaign, Or they can do it like how they done it with system link and 15Th lobby's.

Also i looked through the Black ops files and good news. Activation only reset's on multiplayer so bind's will be possible.

for people without a jtag u might wanna back up TU10,
if this would be true, u would always be able to mod every zombie map(solo) with some cewl dvars.

Well it is true, cause barely anyone has ever played with a savegame mod, and has never gotten caught cause they didn't open a lobby or release it. Plus, the savegame encryption for Black Ops is very difficult, but never truly patched cause there was no real reason to patch it. Savegames DO work for every zombies map and every campaign mission.
