Call Paypal on there landline service and confirm your location. That is what i did. Simple as that and they removed my limitation but it is way easier if you have a credit card on your account so you can tell them that and they know it is your account.

NO, I have done that already, I proved it was mine a million times over, then they said I was 16 and it is banned for 2 1/2 years. I have no idea how they found out I was 16.....

Google Checkout is WAYAYAYAY easier, all you have to do is put in credit card number......
I will probably set up temporary paypals in order to run a little bit of money through my business, KV's and such, but this account moves my limitation accounts to 13.... :
