No, you have to put settings at the end. So for example-

Toggle Laser:

bind dpad_up toggle cg_laserForceOn 1 0;

You have to put a space in between the settings you want to toggle it through. But it can be more than just 0 and 1.

1 is on for some things, 0 is off. Now if you were to do jump height it would be:

bind dpad_up toggle jump_height 999 800;

That would toggle it between 999 (The max) and 800 (I think is normal, but that I am used to World at War. They might be different.
