What game, a xbox game or a pc game? provide more information. if you are ip banned just change your ip.

Usually Unplug your router wait like 5 mins(well not that long but you know) and plug it back in and u usually get a new ip

Theres something called Key vault that can ubanned ur console/profiles form perment ban and yes changing ur up will unbanned u from gears of war 3

When you get banned from a game they do not ban your KV. It's a script implemented on your TU just like Double XP is.
