Can a Coolermaster Elite 500 80 Plus Certified Efficiency PSU handle a GTX 560 Ti 1GB or should it be upgraded to a 650 Watt or higher?

They recommend at least a 500w PSU due to people buying un-reliable PSU's ( like the one above ). I guarantee it actually doesn't consistently output 500w, maybe it peaks at it, but nothing more. Depending on your future plans and current PC build, a 650w PSU may be a ''waste''. I'd recommend a 550w XFX. It's basically a re-branded Corsair PSU ( Made by Seasonic with 5 year warranties ).
Just remember, the PSU is the heart of your system, this is one thing you seriously don't want to skimp out on.
