To start off i will make all STARTING gun guides not ones you pick up, possible the other guns that are PICKED up from the MAP.

the lancer ah, nice lancer the common cog rifle. it has a humongous clip decent damage and a one hit bayonet chainsaw. for the damage to clip size ratio it is a pretty nice rifle it is my common rifle load out. when i use the lancer i personally like to aim for the chest and the bottom of the neck and maybe middle of the neck i dont aim directly on head as i miss bullets and the chest is bigger than the cross hairs as in the head sure it does more damage but you might be missing bullets as the in the head is smaller and doesnt fit the crosshairs perfectly (judging from distance it could fit the head). the lancer is mainly a GENERAL purpose rifle it just GENERAL USE, as in the hammerburst mainly focuses on distance as the lancer can to but hammerburst has more accurancy i will get more coverage on hammerburst when i do my next guide on it. the down times (approx):

with out active-reload: around 3-6 seconds depending on your acurrancy and distance i
with active-reload:about 2.5 to 4 seconds. 8)

My tactics of the lancer:
i usually run a lancer-gnasher looadout i only use gnasher for defensive and i might have SoS just for that purpose i like to shoot at a distance not where they can run up to me in that case i would use a shotgun, i love active reloads everyone should get it.
IMPORTANT TIP!!
when you are shooting and you got a big clip ready to reload wait before seeing someone to active because actives only last 10 seconds and its gone so time your actives right and only active when your bout to engage in combat.
