There is 2 bolt action sniper rifles:
L118A1 and MSR

L96 is like a bulkier version of the M40 imo, but it got ruined by the fact it was bad at first for quickscoping. quickscoping on cod4 was the best imo, it took more skill than mw2, dont get me wrong though mw2 took skill too.

there is two confirmed bolt action snipers on mw3 1 is the L11A3 i think and i dont know the other one.

Yes, there are two- The L118A which is basically the L96 and the MSR which is the last sniper rifle you unlock in multiplayer, not much is known about this gun except that I has a resemblance of the M200 Intervention.
