1. Find your background of choice.
2. Open it in photoshop
3. Marquee tool then drag from top left corner to bottom right, covering the whole image.
4. Edit > Copy (On background)
5. Edit > Paste (Back on original sniping picture)
6. Drag layer with background behind all others
7. Edit > Free Transform to re-size & make it fit.

Seeing as the sniper has a white background, you need to remove that.
The technique is known as Chroma Key or Greenscreen.
1. Open Photoshop
2. Using the magic wand tool, select all the white areas you don't want
3. press CTRL+X to get rid of it
4. Place the selected background of choice UNDER ALL LAYERS
6. PROFIT
