What is there NAT type? Make sure you guys both have open. If not, Google is your friend

Turn off your xbox then back on. Should work. If not, see if your connections are bad. Thridly, if you are both joining at the same time, it won't work. Only have one join your party, don't go to his party.

Restart your xbox, Try Testing connection on your console and try and have your nat type on open. Restarting your router/modem might help.

Try restarting your router and making sure both of your NAT's are set to OPEN.

Yeah, dashboarding usually works, or signing out and then back in.
