I went on to elite on the xbox and it says my account is not eligible for elite. Could this be because I'm banned on black ops or what

This is due to not been 18 years of age.
I have this problem and I dont think theres a way around it

i thought that and changed my age on windows live but that doesn't seem to have resolved it but it may take time to update

Its because you need to sign your account up on the Site.
Once you do that your account should be eligible and you should just be able to use it like normal
