You DO NOT get penalized for dashboarding in MW3. Anyone who has been "deranked" or had some things "backtracked" are just victims to an unfortunate problem with their data not being logged properly. the system doesn't have the most recent "backup" of your data so it goes back to the most recent backup that is available for your GT/Account. This is a problem some people have faced when being DC'd or dashboarding. This is not a punishment, This is just server problems. Hopefully soon the problem will be fixed but until then dashboard at your own risk.
