No this is not possible to the public you can download a gui for it and activate it but all that is is a picture so it doesn't even work and only a few people know how which if they released it to the public apple would patch it form their servers so if it does happen it will get patched in probably less than a week because that the only thing the iphone 4s is good for that their reason for making a new iphone(iphone 4s) so i would just recommending voice actions on the app store for 4.99 or free on Installous but it doesn't speak back or as smart so noting compares to siri because there are a few free crappy apps but voice actions might be the closest we will ever get to siri

you can only get the GUI which sucks as it is basically just a theme since you can not connect to the apple servers
