okay i need a dedicated graphics card so that it can be upgraded if needed, a monitor would be nice

umm you need a AMD Radeon HD 6950 if u wont something good for gaming

A half descent video card: $125 6850 including he MIR.
Some generic 1920 x 1080 Acer monitor: $100 - $150.
That leaves you with almost nothing for the entire other components? If you're going cheap, the bare minimum should be $500 - $550 excluding the HDD.

$400 budget is impossible for a gaming pc. ( with monitor

NOTE: there is no hard drive, hard drives are VERY EXPENSIVE because of the flooding in the Thailands's HDD factory.
The final price is 477.92 with rebates. (with monitor)
Without monitor 387.93 with rebates.
