im wondering if u can hack or modding with out a jtag,and if so how?

jtags cant do any "hacking"
they can run modded content and homebrew software.
without one you can mod some games using iso mods.
other games modding profile data or gamesaves lets you some basic mods

No it does not require a JTAG to "Hack"(n00b)
You can do modding with a USB
Or an ISO
Or a transfer cable
Skill level required:
USB-n00b
ISO-Intermediate
JTAG-Expert
I suggest starting with USB... As right now, JTAG nodding is patched...

depends what "hack" you mean, simple offline mods can be done by Modio and a USB.
But if you want to run un-signed content and homebrew software then a JTAG is what you'll need.
