This trick requires that you own a house with an alchemy lab. Obtain the Oghma Infinium book, but do not read it. Go to your house, and open the bookshelf. Read the Oghma Infinium book, then select the skill set to assign the skill gain. Close the book, but not the bookshelf. Store the book on the shelf, then take the book back off the shelf, and select it, but do not read it. Repeat this as many times as desired to get as much skill level gain as desired.

You can get this at the septims hideout witch is located northwest/north of winterhold.
When you meet him you must be at least lvl 15 or higher.
Do his quest and decript the lexicon. To decript it just keep pressing the buttons on the right until one on the left opens then press that one until the one next to it open and press that one. This also helps u get the elder scroll also, (main storyline)
Once u get this go back to septim and give him the lexicon then hell give u another quest. You can get three out of the five blood (falmer,orc,and high elf) at the place u went to decript the lexicon. U can get wood elf or whatever it is from a guy in riverwood(note: this is the archer guy:/) and the dark elf blood from windhelm (choose the guy in the back thats drunk and sneak kill him and make sure noone is around. Once done take all the blood to septim or whatever his name is and hell open up the place holding the book( make sure u talk to the abyss thing and serve him or you wont get the book!!) then once u follow thru go to a home of urs with a bookshelf and alchemy table( almost any home) and therya go

Note: this will affect ur gaming experience if u put all skills to 100 and the highest level is 81 and halfway to 82
