Nope, only Mods/Admins can sticky topics, it doesn't depend on the number of views it gets.

I've been asked that quite a bit actually, It just allows the person to see the reason why the topic has been closed, and if someone's already typed it then it's easier to just Quote it instead of waste time sitting and typing it out again.

To answer your question, i can sticky it. But i'm not going to. Simply because i do not want to get involved in alot of topic stickying, if i start stickying 1 topic then i get flooded with requests about other topics which are "just as good if not better" than the sticky and it just makes my life alot harder...
