Is superior the highest upgrade you can do for your weapons or does it go even better??

I get legendary, whats your blacksmithing and do you have all the perks for it?

Highest is Legendary.
It goes:
Legendary (unlocked at smithing level 91 with the perk for that class, ex: steel, elven, orcish)
Epic (unlocked at 74 with the perk)
Flawless (unlocked at 58 with the perk)
Exquisite (unlocked at 40 with the perk)
Superior (unlocked at 22 with the perk)
Fine (unlocked at 14, automatically unlocked)

my smithing is 43 and i have the dwarven steel and elven perks...what level can u do legendary

The perk as in "Elven Smithing", meaning you can get Elven gear up to exquisite at 40.
You should be able to get Exquisite gear for the sets you have the perks for (Steel, Dwarven, Elven).
Try upgrading again at a grindstone or a workbench.
