Change the country in your msn account that is linked to your xbox live account.

That information is all linked back to the Windows Live I.D. when you first signed up for live. You made it all and saying you were from the United States. You must go back into your Live ID account and say that you are now from the United States, You can also change it from Xbox Live too, just Edit your account. And it should give you an option for country.

Go on a vpn and change it there easy
