No idea what it does... just found it in a shop in whiterun. Anyone got any ideas on what it does.. if anything at all?

The chest is basically the inventory of the specific merchant. Almost every shop has a chest under which basically holds the shop keepers stuff.
This is because the developers didn't want the player to kill the merchant and loot all of his stuff so they put it underground so the players can't get to the items without using cheat codes of course.

I've had several situations where I sold something to a Merchant and killed them and found the item on their body, also if i don't find the item on their body and i search the shop i can usually find it somewhere in a chest that requires a key or just a tough luck, So unless its for quest items u give people which disappear with no trace of where they went, i don't see that chest being where they store their stock items.

Then again i play on the xbox so idk if the rules r diff

no he is right, the shop keepers box is under the floor, and yes the items are on display in the shop too, just like when an enemy is killed holding a weapon, even if its 20 foot from his corpse you can either pick it up directly OR click his body and take it, so just because the items are in the store it dosent mean they arnt also linked to the chest, look at vids on youtude they show people going through the floor and taking the items, also xbox users can do this, get a wooden plat and place it against the wall in a shop so its touching the wall, then sprint at the plate after a few tries you will go through the floor, there is a barrier here that stops you falling, once you have looted the box talk to the NPC to return to floor level
