Terminal - When you kill an enemy player no symbol or kill-feed notification will appear to warn enemies.
Basically, if you were playing S&D and you were last guy against two people and had this perk - if you killed one of them the other wouldn't see any kill-feed message or "skull and crossbones" symbol to indicate they had died, so they might think that they are still alive.
Also, perhaps delay the scoreboard acknowledging their death for perhaps 30 seconds.
or
Double Agent - Constantly appear on the enemies mini map as a friendly.
This one would be useful in TDM or Domination - you could just sneak around the enemy team and they would be none the wiser when you start shooting them.

I think a perk dealing with speeding up planting/defusing times would be neat

What it does: Gives you a ghillie suit without having to be a sniper.

double tap double fire rate (works on bolt actions) pro means faster zoom in speed

i sort of like the perks as is, but i might like to see Double Tap come back or Juggernaut, but for Jugg, i think you should have to like give up something to use it, for example:
If you have Juggernaut, you might walk slower, or not have a certain ability. That might decrease the use of it.
