does anybody know if it is possible to turn off the cooling fan for windows xp home edition service pack 3,

Not from the desk top no you can't
You must open the computer up and detach it manually
Depends on the computer model , you may have to detach a wire or unscrew a small screw attaching the fan.
But be sure to say away from anything else like the mother bored etc.
