From my own personal experience, the best way to level up after you prestige for the first time (Or anytime if you haven't done this) it goes like this.

1. With the prestige token purchase the ACR 6.8 (Extremely accurate and powerful)
2. Get in a Ground War game until you unlock the specialist strike package.
3. By that time you will have the ACR with kick and suppressor, use that proficiency and attachment (Keeps you hidden = More kills)
4. Class set up as follows:

ACR 6.8 w/ Suppressor and Kick
Any Secondary (preferrably machine pistol)
Perk one: Sleight of Hand Pro
Perk two: Hardline Pro
Perk three: Marksman Pro
Strike Package: Specialist
Specialist perks to receive (in order): Assassin/Scavenger/Blind Eye
Death streak: Final Stand
Equipment/Tactical: Semtex/Portable Radar.

With Hardline and specialist, you get +250 xp for just one kill, if you cap a flag you get +450 when you get a 1-3-5-7 pointstreak.

With all the specialist challenges, you can get perks pro relatively quickly.

On Average I recieve between 20,000XP - 40,000XP in a game of Domination or kill confirmed.

In order to get a MOAB, just control about 40% of the map (watch this video at the end of the post to get an idea of what I mean). Always watch your surrounding, soundwhore, and pay attention to your radar. Also, if you are going to play non-ground war domination, get a team of six people you know so you can play as a team, therefore getting an MOAB a lot easier.
