Can the skeleton open needs a key locks?
Someone said it did But He is kinda an idiot so Do U KNOW.

The Skeleton Key can not open "Need a Key Locks" but it doesn't break while lockpicking.

The Skeleton Key is gained, as always, from the thieves guild quest line.
Its a lock pick that never breaks.
You still need to preform the lock picking mini game though.

You get while doing the thieves guild quests don't know what quest but just before you need to return it to nocturnal in a nightengale temple so keep questing

It's not the last quest in the Thieves Guild, if you consider the Nightingales quests are part of the guild, which they seem to be, then there is still a remaining quest.

The quest you obtain the key is called "Blindsighted" and the last quest in the Guild is "Darkness Returns". Looking up either of them will cause you to spoil part of the quests if you have not already completed the earlier quests.
