what does the reset actually do? does it allow xexmenu?

It's the implementation of sending electrical impulse to the Xbox's CPU in order to allow it to boot up unsigned code such as FreeStyle Dash.

it allows you to go online but without all the JTAG abilitys.

RGH is Reset Glitch Hack
Hack based on the hack CPU when starting the console, useful for all the Xbox, except MB Xenon.
