This is a serious thing going on with 10th lobbies at the moment. We have a list of scammers who are going to be prosecuted, just a second ago

His GT is ULTIMATE FREAK

His email address and pay-pal is thetwins01 @ hotmail.co.uk and his name is Andrew Gibson whic is a fake ID and is being taken into account for fraud please do not contact him or join his lobbies as this is being taken very SERIOUSLY

Well my friend paid 20$ and received nothing, therefor he is a scammer and has done it to a few people over the past week or so.
