I transfer my saves to pc and mod them there

Its not a program. You transfer the save over to PC and mod the save tru Skyrim on PC.

there isnt a program, you do it with Skyrim for PC.

On the PC version of Skyrim, you can hit the "~" key to bring up the "console" on the console you can execute a vast variety of different commands, ranging from making your cooldowns for shouts 0, adding items, give yourself perks, or modify your base stats (Health, magic, stamina, carryweight.)
