-Is it a card that has a code on it like a Microsoft point card?

Yes, It is a card with a code on it. It replenishes prepaid cards, And you can add it to your paypal account in substitution for a credit/debit card. You give them the card number, then the pin number and if they have that they can do whatever with it.
