And how can i test my internet to tell?

I have the option of a ~20mbps download 4 mbsp upload with 12 ping
or ~12 mbps download ~12 mbps upload 60 ping, which is better, and how can i improve my internets?

The first one is obviously better.

Contact ISP for better connection. Use ethernet as well
